Overview
The Treasury has released a consultation paper regarding proposals to reform the regulation of giving (ancillary) funds, and we want to ensure your voice shapes our response. The changes include a possible increase in the minimum distribution for private and public giving (ancillary) funds, including PAFs.
We have prepared a draft submission in response to the consultation paper, and will be sharing it with members to seek your input and feedback. We'd love for you to join us in this webinar to discuss the draft submission. You will have the opportunity to ask questions and provide feedback.
Members are also welcome to contact Krystian Seibert, our Executive Director of Policy and Sector Development, directly to share your perspective before Wednesday 30 July.
We are also encouraging our members to make individual submissions, to share your unique insights on the proposals and their impact, directly with the Treasury. The submissions to the Treasury are due on Friday 1 August. More information about how to lodge a submission is available here.
The proposed Giving Fund reforms could have significant implications for our sector. Your expertise and experience is crucial to ensuring that PA's submission makes a well-informed and evidence-based contribution, to help ensure Giving Funds continue to provide a vital source of philanthropy for the benefit of the community.

Krystian Seibert - Executive Director, Policy and Sector Development, Philanthropy Australia
With extensive experience shaping policy and regulatory frameworks applying to philanthropy and the not-for-profit sector, Krystian previously served as an Associate Commissioner at the Productivity Commission, appointed by the Australian Government to jointly lead a wide-ranging inquiry focused on philanthropy. Prior to this, he was an Industry Fellow at the Centre for Social Impact at Swinburne University of Technology, delivering education programs for the next generation of Australia’s social impact leaders.

In his role as an adviser to a former Assistant Treasurer in the Australian Government, Krystian managed the delivery of major reforms focused on the not-for-profit sector. These included the establishment of Australia’s charities regulator, the Australian Charities and Not-for-profits Commission (ACNC), and the passage of Australia’s first statutory definition of charity, the Charities Act 2013.
Krystian is Chair of Mental Health First Aid International, an Australian charity focused on providing evidence-based mental health first aid training for everyone. He is also a Non-Executive Director of the Consumer Policy Research Centre, and an Adjunct Industry Fellow at the Centre for Social Impact at Swinburne University of Technology.
He has completed a Master’s degree from the London School of Economics and Political Science focusing on regulatory policy, and a Bachelor of Laws and a Bachelor of Commerce (Economics) from Deakin University.
