Patrick Bollen, Associate Director, Impact Investing - Social Ventures Australia (SVA)
Pat is in the Impact Investing team and primarily supports SVA’s social impact bond and outcomes-based contracting related work. He previously worked as a consultant, where his focus was helping government agencies to operationalise outcomes-focused commissioning approaches and implement large scale policy reform. He has worked on a range of strategy development, operating model design and technology advisory projects for the NSW Department of Communities and Justice, the Victorian Department of Health and Human Services, the Federal Department of Social Services and other government agencies. Prior to consulting, he worked as a lawyer in banking and financial services, and as an accountant. Pat holds a Bachelor of Laws (Hons) and a Bachelor of Commerce (Accounting) from the University of Adelaide. He also holds a Graduate Diploma of Legal Practice. Until recently, he served as a committee member of Friends of Mithra, which is an organisation committed to making life better for children with disability in Chennai.

Amy Blacker, Head of Marketing & Communications - White Box Enterprises
Amy is a passionate advocate for jobs-focused social enterprises, bringing over 15 years of marketing and communications experience to the sector. After eight years with Westpac Foundation, she joined White Box Enterprises in 2022, where she has played a key role in amplifying the impact and effectiveness of jobs-focused social enterprise. She has built three successful brands, including Beacon Laundry in Northern NSW, which was swiftly replicated by Bedford Group in South Australia. Beyond brand-building, Amy supports the White Box PBO team in advocating for the Payment by Outcomes trial (PBO3) for social enterprise, a federal government trial led by White Box in partnership with the Department of Social Services. Her work behind the scenes has helped position jobs-focused social enterprises as part of the solution to long-term unemployment, influencing policy and expanding opportunities for people who face barriers to work.

Andrew O'Brien, General Manager, Services - Flourish Australia
With more than 25 years’ experience in the human services industry, Andrew's expertise spans across all aspects of organisational management, leadership and governance, internal and external stakeholder management as well as developing policies across a broad range of services. Andrew has played key roles in the mental health and out-of-home care sectors, building strategic partnerships with clients, government and non-government organisations. His latest achievement is the development and implementation of the first social impact investment model for mental health in Australia that integrates psychosocial and clinical supports for people who have long periods of hospitalisation. He is also a published author with publications in various state and national journals, and have co-authored a book about working with young people. Andrew is currently a General Manager, Operations at Flourish Australia. Andrew’s career has seen him work with people with disabilities, co-found CREATE, the national peak organisation for young people in out-of-home care, work for the NSW Ombudsman and manage out of home care programs before working in mental health. Andrew is passionate about social justice issues, particularly inclusion, diversity and giving people the ability to participate in decisions about their lives, service provision as well as at a system level.
